Take-offs, landings and low approaches of jet aeroplanes with noise certification according to ICAO Annex 16, Volume 1, Part II, Chapter 3, as well as of propeller-driven aeroplanes, are permitted provided the the flights are necessary to obtain, prolong or renew a pilot licence or rating or within the framework of test and acceptance flights in accordance with air traffic regulations and as long as the are not prohibited during the following times: |

| 4.2 |
Irrespective of the regulation described in 4.1, prior permission (PPR) from the aviation supervision office at Nürnberg Airport (Tel.: +49 (0)911 937-1220) is required for two or more successive approaches and departures at Nürnberg Airport from Monday to Friday from 1200LT until 1400LT as well as from 2000LT until 2200LT. |
| 4.3 |
Irrespective of the regulation described in 4.1 and 4.2, two or more successive IFR and VFR night approaches and departures at Nürnberg Airport are subject to permission from the DFS supervisor of the Munich aere control centre (Tel.: +49 (0)89 9780-884).
In the case of VFR traffic circuit flights at night, permission shall be obtained from the DFS control tower in Nürnberg (Tel.: +49 (0)911 36059-145) and not from the DFS supervisor of the Munich aere control centre. |
| 4.4 |
Jet aerolanes and multi-engine propeller-driven aeroplanes of more than 5700 kg MTOW are not permitted to fly the traffic circuit south of the airport. |

Landings of aircraft provably using Nürnberg Airport as alternate airport for meteorological, technical or other safety reasons. |
| 6.2 |
Take-offs and landings of aircraft in disaster missions rendering medical assistance, or in other emergency cases. |
| For landings between 2200LT and 0600LT, reverse thrust shall only be used to the necessary for safety reasons. The position of the thrust levers in the aircraft on "idle reverse thrust" is not covered by this regulation. |
Engine run-ups of aircraft may only be made in the sequence determined by the FNG operations duty officer (telephone: +49 (0)911 937-1220) or the DFS aerodrome control tower. Engine grund run-ips are generally not permitted on Sunday and Bank Holidays (see AIP EDDN GEN 2.1) as well as from monday to Saturday between 2200LT until 0600LT. Exemptions may be granted by the FNG duty officer airport operations in justified cases. |
| Glider flying requires the prior permission of the aviation supervision officer at Nürnberg Airport. |
| 10. |
Exemptions by the aeronautical authorities |
| In deviation from the above regulation, the "Staatsministerium des Wohnen, für Bau und Verkehr" or, upon its instruction, the aviation supervision offce at Nürnberg Airport may grant exemtions in justified individual cases, especially if this is nacessary to avoid considerable distrubance to air traffic, or in cases of special public interest. |
| The grass aeres are generally unsuitable for any aircraft movements. |
| 12. |
Use of taxiway F for take-offs and landing |
| After prior clearance from DFS aerodrome control, helicopters up to a maximum rotor diameter of 20 m may use taxiway F for take-offs and landings in directions 10 and 28. |
| 13. |
Taxiing of aircraft of ICAO code letter D, E and F on taxiways and taxilanes |
| All aircraft of ICAO code letter D (with a main undercarriage width greater than/equal to 9 m), E and F will be guided by a follow-me vehicle between runway, holding positions and parking positions. Aircraft of ICAO code letter D with a main undercarriage widht of less than 9 m will be guided by a follow-me vehicle between the taxiway junctions to the apron and the parking positions. DFS aerodrome control will provide detailed instructions when issuing the taxi clearance. |
| 14. |
Regulations for the handling of air traffic on the aprons |
The following rules are instructions pursuant to Articles (§) 22 and 23 of the German Aviation Regulation (LuftVO). They are also instructions by the aerodrome operator, Flughafen Nürnberg GmbH (FNG), for carrying out the airport user regulations (Flughafenbenutzungsordnung FBO).
The validity of the regulations of the FBO remains unaffected.
On the aprons, aircraft may taxi only at the absolute minimum speed. |
| 14.2 |
Handling of air traffic on the aprons |
| Use of the aprons, assignment of aircraft stands as well as taxiing and towing of aircraft are subject to permission by the airport operator and to instructions of the unit authorised by the airport operator to conduct apron control in accordance with the valid provisions of the FBO. |
| 14.3 |
Apron control is provided by DFS aerodrome control on behalf of FNG. |
| 14.4 |
Aircraft may only enter an aircraft stand when the marshaller is present on this position and gives the required hand signals. If no signal is given or if there is no marshaller at this position, the aircraft shall stop and wait until the required instruction is given. |
| 14.5 |
On the main aprons and on the general aviation, pilots apron, pilots shall follow the instructions of apron control and/or the follow-me vehicle. After previous clearance by DFS aerodrome control, the taxilanes (M1, M2, M3, M4, J, N2 and N4 ) will be available for aircraft up to ICAO code letter C for taxiing without follow-me vehicle. All aircraft of ICAO code letter D, E and F will be guided by a follow-me vehicle.
Aircraft up to ICAO code letter B may taxi on all taxilanes on the general aviation aprons (S3, S4 and T2). All taxi processes of arriving aircraft, without exception, will be guided by a follow-me vehicle. If no follow-me vehicle is available, arriving aircraft shall wait for one to arrive at Entry GAT.
Arriving aircraft of ICAO code letter B which will be parked on aircraft stands 81 - 86 and parking area U1/U2 shall use taxiway J anf taxilane S4. From Entry GAT, the will be escorted by a follow-me vehicle.
Arriving aircraft of ICAO code letter C with a wingspan of up to 29 m which will be parked on aircraft stands 82, 84 and 86 shall use taxiway J and taxilane M4.
Aircraft up to ICAO code letter B which are parked in the standard position (facing north) shall taxi off from aircraft stands 81 - 86 to the north to taxilane M4 under their own power. When parked facing south, aircraft of ICAO code letter C shall taxi off to taxilane M4 by means of a push-bacl procedure.

| 14.6 |
Taxiing and air-taxiing by helicopters |
Helicopters with landing gear shall follow the taxi clearance issued by DFS aerodrome control. As a rule, air-taxiing by helicopters is prohibited on all aprons and taxilanes with the following exceptions: Helicopters may air-taxi from/to helicopter stands H1 – H3 either via taxiway J, taxiway J and raxilane M3 or the air taxi-route. Helicopters may air-taxi from/to helicopter stand H4 only via taxiway F and taxilane M2. |
Due to the proximity between the helicopter stands, the following shall be observed:
– air-taxiing from/to helicopter stands H1 – H3 in the parking area may be conducted by only one helicopter.
In addition, it shall be observed that air-taxiing may take place from/to:
– helicopter stand H1 directly towards M3 as well as from/to the air taxi-route,
– helicopter stand H2 directly towards M3 as well as from/to the air taxi-route,
– helicopter stand H3 directly towards M3 and/or th the northwest to taxiway J as well as from/to the air-taxi-route,
– helicopter stand H4 directly towards M2 from/to taxiway F.
Helicopter engines may be turned on and off at helicopter stands H1 and H3 simultaneously. At helicopter stand H2, helicopter may be turned on and off only if this does not happen simultaneously at stand H1 and H3. At helicpter stand H4, helicopter engines may be turned on and off independently. |
| 14.8 |
Unmarked parking areas |
| Unmarked parking areas may also be assigned as aircraft stands. |
| 14.9 |
Push-back procedures |
Aircraft parked in a "nose-in" position (see AD 2 EDDN 2-7) may leave the aircraft stands only by using a push-back procedure.
The use of reverse thrust is prohibited.
The use of power-back to leave the aircraft stand is subject to permission.
Permission is given by DFS aerodrome control after coordination with the FNG duty officer airport operation.
Push-back manoeuvres require prior clearance by DFS aerdrome control. The pilot shall obtain the clearance on frequency 121.760 MHz and pass it on to the driver of the push-back vehicle. Immediately prior to initiating the push-back procedure, the driver of the push-back vehicle shall switch on the red omnidirectional light on the puch-back vehicle and turn it off again upon completion of this process. |
| Aircraft operators shall make arrangements to remove disabled aircraft from the movement area as quickly as possible. Further details are set out in the FBO. |
Towing will normally be carried out without a follow-me car. Follow-me cars may, however, be requested from the FNG duty officer airport operation, Tel.: +49 (0)911 937-1220.
If the FNG duty officer airport operation orders the towing of an aircraft for operational or safety reasons, the aircraft operator shall comply with this order immediately and provide the personnel and equipment necessary to conduct the towing operation.
All aircraft tractors used for aircraft towing must, at least, be equipped with FNG mobile radio channel 1 and a red omnidirectional light. Towbarless tractors must additionally be equipped with a white flashing light.
For towing operations in prevailing darkness or low visibility, the position lights of the towed aircraft must generally be switched on. If this is impossible, comparable conspicuity must be ensured (e.g. white flashing light on the towing vehicle).
Aircraft may be towed only after previous coordination with the FNG duty officer airport operation and after obtaining a towing clearance from DFS aerodrome control, frequency 121.760 MHz or FNG mobile radio channel 1.
Coordination shall be made with the FNG duty officer airport operation, Tel.: +49 (0)911 937-1220 stating the following information:
– aircraft identification
– planned change of position
– intended towing time.

| 15. |
Regulations for the handling of air traffic on the aprons |
Aircraft de-icing at Nürnberg Airport is conducted in cooperation with AirPart GmbH, Lufthansa Technik AG and Nürnberg Airport GmbH and is possible on all aircraft stands of the main aprons as well as on parts of the general aviation apron.
An exception to this is aircraft de-icing on aircraft stands which are used by passengers (walk positions). De-icing on these positions is generally prohibited.
The FNG duty officer airport operation is responsible for coordinating de-icing procedures. He shall be informed of the de-icing request by the responsible handling agent by telephone (Tel.: +49 (0)911 937-1583) no later than 25 minutes prior to the requested start of the de-icing procedure.
The following de-icing agents will be used:
– Type I: Clariant Safewing MP I 1938 ECO, Mix: 55/45%
– Type II: Clariant Safewing MP II Flight, 100%

| 15.2 |
Registration for de-icing |
The aircraft crew shall register for de-icing as early as possible with the
– head loader/ramp agent
– operations department of the handling agent via the company frequency (see 15.3)
The de-icing request will be passed on by the above units to the duty officer airport operation by mobile radio or telephone. The duty officer airport operation will determine the de-icing sequence, taking into consideration known priorities such as STS (e.g.STS/HOSP), slot, EOBT, etc.

| 15.3 |
Reporting: "Ready for de-icing" |
As a rule, the head loader/ramp agent will report to the duty officer airport operation via mobile radio or telephone as soon as the termination of the handling process is imminent, but at the latest when all servicing equipment has been removed. The aircraft crew will be notified by the head loader/ramp agent and will be requested to change to the frequency of NÜRNBERG DE-ICING (121.800 MHz) and wait to be contacted by the operator in the basket of the respective de-icing vehicle.
Queries regarding the sequence or estimated de-icing time cannot be answered on this frequency since the operator in the basket will not have this information. If necessary, the aircraft crew can obtain this information from the company frequency of the handling agent concerned.
AirPart: 130.650 MHz
General aviation: 131.425 MHz

| Taking into consideration the priorities listed in 15.2, the duty officer airport operation will arrange for the allocation of the de-icing vehicles. The driver of the de-icing vehicle will be notified of the next aircraft to be de-iced via mobile radio.
|
After receiving the de-icing instruction, the de-icing vehicle will drive to the aircraft. The operator in the basket will report to the aircraft crew on the deicing frequency NÜRNBERG DE-ICING (121.800 MHz), giving the aircraft registration mark and the number of the de-icing vehicle.
At this point, the details required for de-icing (type and extent, ratio of the mixtures) can be discussed directly between the aircraft crew and the operator in the basket.
The de-icing procedure will not begin until the aircraft crew has given the permission to do so.
When the de-icing process has been completed, the operator in the basket will report again to the aircraft crew and inform them of the de-icing code in keeping with the AEA recommendations. This concludes the de-icing procedure.

| 16. |
Taxiway and/or taxilane restrictions |
| Pilots shall observe the restrictions (for wingspann/ICAO code letter) published for the taxiways and taxilanes when taxiing.
|
| 16.1 |
Aircraft of ICAO code letter B may taxi on taxilines S3 and S4 under their own power. Arriving aircraft will be guided. |
| 16.2 |
Aircraft of ICAO code letter C may taxi on taxiway J between the junctions of taxiway F and taxilane M4. Taxi movements by aircraft up to ICAO code letter E bweteen taxilane M3 and taxilane M4 or N4 are excluded from this regulations. Between the junction of taxilane M4 and Entry GAT, taxi movements by aircraft up to ICAO code letter B are permitted. |
| 17. |
Obstacles in the departure are of RWY 10 |
| Take-offs from RWY 10 shall exercise caution due to obstacles in the departure area. All multi-engine aeroplanes with an MTOM of more than 5,700 kg may only take off from RWY 10 if, after engine failure, they would be able to safely overfly the obstacles depicted on the obstacle chart in accordance with the specifications in the aircraft's flight manual.

| 18. |
Guidance of aircraft in CAT II or III all-weather operations |
| 18.1 |
Runway 28 is certified for CAT II, IIIa and IIIb all-weather operations as well as for low visibility take-offs (LVTO) up to an RVR of not less than 75 m. |
| 18.2 |
As soon as CAT II or III all-weather operations has been decleared via ATIS, the centreline lighting will have it switched on for all taxiways (see AD 2 EDDN 2.15). From this time on, for all aircraft are only permitted to taxi on taxiways with centreline lighting switched on or following separate instructions issued by DFS aerodrome control.
The taxiway centreline lighting is colour-coded (yellow/green) on taxiways C, D, E and F between the runway centreline and the section where the aircraft leaves the ILS sensitive area. Aircraft which have landed shall report leaving the colour-coded section of the taxiway without further request to do so.

| 18.3 |
The relevant CAT II/III holding points on taxiways A, B, F and J are equipped with a lighted stop bar. If it is switched on, it may not be crossed under any circumstances. Clearances of any kind do not permit taxiing across a stop bar which is switched on.
Exception: If stop bars can no longer be operated, i.e. if they are out of operation, guidance to the runway will be ensured by a follow-me vahicle.
When the stop bar light is switched on, the taxiway centreline lighting will be automatically switched off at a distance of 90 m after the stop bar. If, on the basis of a clearance to continue taxiing, the stop bar is deactivated, the taxiway centreline lighting will automatically be switched on again in this 90 m section.

| 18.4 |
Guidance by follow-me cars in the case of failure of the ground situation display (A-SMR) |
| 18.4.1 |
In CAT II/III all-weather operations with a simultaneous failure of the ground situation display, arriving and departing aircraft will be guided by follow-me vehicle. |
| 18.4.2 |
Aircraft arriving shall stop on taxiway F in junction area of taxiway D with taxiway F until they are taken over by a follow-me vehicle and, after prior clearance by DFS aerodrome control, guided to the aircraft stand by the follow-me vehicle. For aircraft of ICAO code letter D (with a main undercarriage width greater than/equal to 9 m), E and F, the procedure described in item 13 continues to apply. |
| 18.4.3 |
After prior clearance by DFS aerodrome control, departing aircraft will be guided from their aircraft stands to the lighted taxiway centreline on taxiway A abeam aircraft stand 26. For aircraft of ICAO code letter D (with a main undercarriage widht greater than/Equal to 9 m), E and F, the prodecure described in item 13 continues to apply.
The pilot shall notify DFS aerodrome control then reaching the CAT II/III stop bar. |
| 19. |
Support from a follow-me car |
| The pilot can, if necessary, request a follow-me car from the FNG duty officer airport operation or from DFS aerodrome control at any time.
|
| 20. |
Runway condition report |
According to ICAO, runway friction characteristics are only determined and transmitted for runways completely covered by snow or ice. However, runway condition reports are crucial for safe flight operations every day of the year. Therefore, the following procedure is used at Nürnberg airport:
Friction coefficients are measured exclusively by specially trained staff in approved vehicles.
Even under other conditions than winter operations, FNG measures the runway friction characteristics, for example in the case of persistent precipitation with large amounts of water or the first precipitation after a longer period of dryness (mix of dust and water).
Since there is no legal basis for this, the values determined are not transmitted as coefficients.
Instead, they are transmitted in addition to the type and degree of runway coverage in the form of descriptive values (good = 5, medium to good = 4, medium = 3, medium to poor = 2, poor = 1).
If required, the current runway condition report can also be requested from DFS aerodrome control.
